Dr. Dill was appointed the first tenure-line Professor of Public Policy at UNC-CH when the Undergraduate Curriculum in Public Policy was combined with the newly formed Graduate Curriculum in Public Policy in 1994. Prior to his appointment in Public Policy Dr. Dill was Professor of Education at UNC-CH and also served as Assistant to the Chancellor for Planning at the University.

Dr. Dill has published 11 books, and over 100 articles and chapters on higher education policy, research policy, and the governance and management of higher education. Much of Dr. Dill’s research has been comparative and he has served as a Visiting Research Fellow at the University of Manchester Business School, a Visiting Fellow at Wolfson College, Cambridge University, and a Visiting Professor respectively at the Center for Higher Education Policy Studies, University of Twente in the Netherlands and the European University Institute in Florence, Italy. His work was recognized with election as a Life Fellow of the Society for Research into Higher Education in the UK. With the support of the Ford Foundation Dr. Dill created the Research Program on Public Policy for Academic Quality, a cross-national study of quality assurance policies in higher education.

Dr. Dill has served as a policy advisor and academic quality assessor for governments, agencies and universities in Austria, Brazil, Canada, Denmark, England, Finland, Hong Kong, The Netherlands, Portugal, Sweden, and the US.
