Scott is a fifth-year doctoral candidate in the Department of Public Policy at the University of North Carolina at Chapel Hill. He is also a researcher at CREATE, an economic development research center affiliated with the Kenan Institute of Private Enterprise at Kenan-Flagler Business School. The central thread of his research and teaching interests is the use of rigorous econometric techniques to investigate how local finance and public health conditions affect economic development and entrepreneurship.
